Q&A: why is my Microsoft network inspection system stopped working and was closed?

Question by : why is my Microsoft network inspection technique stopped working and was closed?
some time i get this pop up why and how do i fix this if it aids I’m running Vista House premium it did not utilised to do this and I have no idea why it started.
For Some Reason I Believe its a virus or some thing but I use Microsoft security essentials and malwarebytes the cost-free version malwarebytes doesn’t have true time protection in totally free mode but my Microsoft security essentials does and I scan with mse in the morning and malwarebytes at night and neither has found any trace of a virus or spyware.
I Tried Downloading the Nis and the security essentials update definitions from Microsoft.com neither fixed the difficulty I actually need support.
