Despite the fact that you meet and beat the minimum requirements to run the game, your system specs are to blame for the poor performance in game. Both your processor and video card are issue places. The video card simply because it is a spending budget card with 128 bit (or 64 bit if you truly cheaped out) GDDR2 memory and your CPU since even if you were to upgrade your card you’d experience bottle necking at a particular point. A couple of other issues could be causing the dilemma, such as poor Computer upkeep. Loads of virus/malware can trigger you to run games poorly.
I’d suggest getting a much better video card such as:
http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&DEPA=&Order=BESTMATCH&Description=4770&x=&y=
or
http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&DEPA=&Order=BESTMATCH&Description=gt+240&x=&y=
Each are in the budget card field, but vastly superior to your existing card. You can step up further from there if you have the income, but you’ll likely hit a wall simply because of your CPU. I’d also scan for virus/malware and format if essential.
Bottom line is with your present rig, you’re never going to be in a position to run this game on high, but you might possibly be able to run medium settings if you ditch that terrible video card.
