Very first off the MCSE needs five core exams and 2 electives so thoes certs alone wont grant you the MCSE. Add 20-270 and Net+ and security+ then you can get your MCSE. Also it is completly possible to self study and pass specially with the time you have

I believe you can download a trial version of Windows Server 2003 for like 6 months.
